Pastor Melvin Fitzgerald Cooper, a native of Oklahoma, was born in Oklahoma City, Oklahoma.  He received the Lord Jesus Christ as his personal Savior at the tender age of 10 years old and was later called to the ministry at the age of 13.

Throughout his youth, Pastor Cooper has been actively involved in various ministries such as street, prison, and helping to build and establish local ministries.  He later became a licensed ordain minister through Aenon Bible College of the Pentecostal Assemblies of the World.  Later, he began traveling as a National and International Evangelist.

In 1990, he was appointed as the Associate Pastor of Grace Apostolic Temple, Incorporated located at 1019 East 54th Street North in Tulsa, Oklahoma. While serving as the associate pastor, Pastor Cooper was led by the Lord to begin World Won for Christ Outreach Ministries, Incorporated, currently incorporated as World Won Family Life Ministries, Inc.
